Rathod hails draft recommendations on nomadic tribes


 Former Yavatmal MP and national president of Denotified and Nomadic Tribes (DNT) Haribhau Rathod hailed the draft recommendations of the working group of National Advisory Council (NAC) and said that it is a landmark document that would have a far reaching results if accepted and implemented by the union and state governments. Rathod was addressing a press conference on Monday.


Rathod said that barring Maharashtra, the condition of nomadic tribes in the country is pathetic and nobody has taken any effective measures to help the community.


The NAC constituted a working group under the chairmanship of Planning Commission member Narendra Jadhav who, after due deliberations with over 40 civil and social communities, prepared a draft recommendation document. They submitted it on October 18 to NAC.


Rathod said that the Balkrishna Renke commission, in its report to the central government in 2008, stressed for amendment of the constitution and reservation in government service for persons belonging to Nomadic Tribes.


Rathod has demanded cancellation of the Habitual Offender Act, 1952, and amendment to the National Wildlife Act, 1972, to provide right over forest land to Nomadic Tribes for their daily bread. He claimed that brew manufacturing was the traditional vocation of the Nomadic Tribes and hence they should be granted licence for setting up distilleries.


"Ashram schools must be set up for our children up to Class X free of cost, scholarships should be granted to our children and employment opportunity should be provided to our educated youths," Rathod demanded.


Rathod has made it clear that he would not be satisfied merely with inclusion of Nomadic Tribes in the OBC category having 27% reservation.


"I demand bifurcation of 27% reservation and thereby ensure 7 % of reservation exclusively for the Denotified and Nomadic and Semi-Nomadic Tribe communities throughout the country," he said.

NMC's eco report long overdue


: In a move that shows the Nagpur Municipal Corporation has little green values, it is yet to release the statutory and crucial annual document - the environmental status report (ESR) for 2010-11 - even though it is four months overdue.

As per the directives of the state government, the NMC has to prepare the ESR every year for studying the status of the city's environment in detail and come up with a time-bound action plan for conservation and development of environment. As the report takes into consideration air, water, land, greenery, infrastructure, amenities etc, the report comes handy for the NMC to utilize the studies. But the ESR has failed to come out of the NMC cupboard.

The city's greenery is taking a hit every day due to illegal felling of trees. Besides, the civic body has shown little interest in undertaking plantation drives. The NMC, which covers more than 217 sq kms, has failed to even create a separate department for environment and a special officer.

The strange allocation of portfolio in NMC is not helping the cause too. Currently, the traffic engineer looks after the environmental status report, garden inspectors take care of the trees, the executive engineer (Pench project) is responsible for the sewage system and deputy executive engineer (Pench project) has lakes and rivers under his purview.

The task to prepare the ESR has been handed over to an outside agency since 2002 overlooking strong objections on the quality and content of past reports. The agency has been given work without inviting tenders. The ESR for 2010-11 was to be submitted in June. In the meeting held in July, it came to fore that the draft of ESR has the same data as that of the previous and information mentioned in past reports.

To ensure a well-researched studied ESR, municipal commissioner Sanjeev Jaiswal had for the first time formed a committee of experienced officials. Chairman of the committee and executive engineer (JNNURM) Prakash Urade told TOI that he has been taking efforts to prepare a proper ESR. "I have asked the agency to circulate the draft copies to all departments concerned to ensure authenticity and benefit in future. For the first time, the departments have been given its own responsibilities in ESR. The appointment of the agency and its fees are not under my purview," he said.

Nasir Khan said the draft has been finalized and been sent for print. "The agency will submit the report within a few days. The agency has been given work without tenders as it is one of the consultant on NMC's panel. The ESR will be placed before general body for its consent," he said.

However, Khan refused to give information about fees being paid to the agency and details about the work order.

DIWALI NAGPUR - All good things to propitiate goddess of wealth


Diwali is to India what Christmas is to the Western world. After all it is only on Diwali that people spend up to Rs 27,000 on an air ticket to come home, pay premium charges to get their house repainted and spend precious money on buying gold and silver to register an increase in asset value.


And though the rituals mostly comprise of cleaning the house, having an elaborate oil massage and bath and worshipping Laxmi and Ganesh in the evening by offering sweets along with puffed rice and sugar toys, there are other varied rituals observed by different communities across the country.


Maharashtrians: The abhyang snan is undoubtedly the biggest Diwali ritual in the state. Kapil Chandrayan, a student of astrology, explains, "The mainstay of this ritual is that everybody tries to propitiate the goddess of wealth. One way to do so is to worship her through the planet shukra, which symbolizes rich and luxurious things. So we clean and decorate the house, clean the body with scented soaps and oils, offer sweets, and buy and keep gold and silver ornaments in the Diwali puja to please and welcome home the goddess of wealth."


Tamilians: For Tamilians, there isn't an evening puja but early morning bath is a must. Srilatha Balasubramanian says, "Applying of oil before having bath is mandatory. Sesame oil is used and it is prepared one day earlier by adding black pepper, ajwain and paan leaves to it. Next day, before sunrise elders apply sandalwood paste and kumkum to the younger members. Chandan and vermilion is also applied to the source of water, be it the tap or the tank. Then everybody has a bath using shikakai seeds. It is believed that having a bath with these rituals is equivalent of having Ganga snan."


Marwari: The Marwari community largely engaged in business begins its celebration from Dhanteras. Meenakshi Damani, a homemaker, says, "The day before Diwali, which we also call Roopchaudas, is devoted to the ritualistic bathing. Women use sesame oil to massage themselves as it is believed that on this day mother Ganga dwells in water and Laxmi in til seeds. After the bath, we draw a swastika of haldi and rice flour mixture on the main door and a conch is blown to welcome the goddess of wealth. The food comprises of a curry made with Kali bari, which is a moong dal preparation to which amla powder is added to give black colour. Chapatis are not made on Diwali, as we do not use the tawa on this day."


Sindhi: In every Sindhi home a wooden shelter is built where the idol of Goddess Laxmi is kept. Lavita Arya says, "For Laxmi pujan, coins and ornaments are placed in a thaali filled with milk and vermilion is mixed into it. This is passed around as family members hold it in their hands and pray for prosperity. Kalam or pen made from banana stalks is prepared and every member of the family uses it to write their name on the wall of the well located in the house."


Bengali: The rest may worship goddess Laxmi for peace and prosperity, but Bengalis turn to goddess Kali. Former DGP PKB Chakraborty explains, "Laxmi is believed to be chanchal, so she cannot provide lasting security. This is why most of the Bengalis who follow the tantrik cult worship Kali to be blessed with var and abhay, which means wish fulfilment and security. Diwali is the biggest amawasya in the Hindu calendar. So we do Kali puja after midnight on Diwali day. Laxmi too is worshipped, but only in the evening at homes."

GONDIA Today - Godman rapes minor


A godman in village Amgaon Khurd in Salekasa tehsil is reported to have raped a 13-year-old girl after taking advantage of the good faith shown by her father on Saturday, October 22.

A man from village Limba had taken his 13-year-old daughter to Baba Santosh Trivedi of village Amgaon Kurd for treatment on Saturday. After the 'so called' examination, the baba told him to bring some material from the market for her treatment. Once the father went to the market, the baba reportedly raped the girl. He also threatened her with dire consequences if she disclosed this to anybody, and described it as part of the treatment.

The girl somehow kept quiet till she reached home. There, she told the entire story to her mother. The matter was then reported to Salekasa police station. PI Santosh Sabale filed offences against Trivedi on October 22 and arrested him. Trivedi hails from Deodongari of Katang district of MP and has been staying in this village for the last 10 years.

Diwali Nagpur - Diwali: Breaking the boundaries of region and religion


Prasanna Kaimal stands precariously on her terrace, helping her brother hang up the lights for Diwali. People doing all kinds of stunts for Diwali decorations is not a new thing. What sets Prasanna apart is that her community does not traditionally celebrate Diwali. She belongs to the Malayalee community, which is one of the few Hindu communities that doesn't celebrate Diwali.

However, today Diwali is a time when all thoughts of community or creed are kept aside and everybody is in a festive mood. Most cities have some representation of all communities, and everyone celebrates every festival. This confluence of culture results in more beautiful celebrations.

The Kaimals have been living in Maharashtra for more than four decades. Now, they celebrate Diwali with the same gusto and fervour as the local residents. Prasanna says, "I love making the rangolis and so do the kids. We make a rangoli every morning and evening on all five days of Diwali. It has become the biggest festival of the year for us too."

Some members of the Parsee community celebrate the festival by lighting diyas. Ruby Karbhari, a resident of Tata Baug says, "We celebrate all five days of Diwali. We buy new things on Dhanteras, perform Laxmi Puja and so on." She has also added some Parsee details to the Diwali rituals.

She waves an egg seven times in front of her door and then breaks it on the doorstep. She does the same with some water to 'ward off the evil eye'. Similarly, a mix of any liquor and milk is sprinkled all over the house to avoid all kinds of bad luck.

Pouruchisti Kotwal, who owns a travel agency, lights diyas during the festival. She also performs Laxmi Puja on Panchami, the day considered very important by members of the business community.

Christians too are not far behind in Diwali celebrations. "We burst crackers and visit our Hindu friends," says Freddie Almeida. Similarly Ralynn Rodrigues, a housewife, said that her family decorates their house with electric lights and diyas, and the kids enjoy making rangolis and bursting crackers. "Along with this, I don't miss the opportunity to buy gold for myself on Dhanteras," she adds.

Mehdibaug Colony of the Bohra community has been celebrating Diwali for many years. "We celebrate Diwali every year. We are a community of 500 people and enjoy the festival together," said Rizwana Ismail, a young member of the community.

The 125-year-old colony celebrates Diwali by organizing rangoli competitions and a grand feast for all members. Everyone decorates the colony with electric lighting and diyas, and in Rizwana's words, "Diwali becomes an excuse to strengthen community ties."

NMC Nagpur- NMC neglects HC directives, fire officials file contempt petition


The Nagpur Municipal Corporation (NMC) has turned a blind eye to recent orders by Nagpur bench of Bombay High Court regarding departmental promotions. This has forced some firemen to file a contempt petition against NMC for neglecting the HC orders.

Among other cases, the HC bench had also directed NMC to appoint a competent education officer within six weeks, but the civic body is yet to take a decision.

The NMC faced the wrath of the high court when the bench expressed its displeasure over unimplemented orders to promote assistant fire officers as station officers. Several posts are lying vacant in the education, fire and other departments in the corporation.

Sources told TOI that of the eight posts of station officers only one post is filled, while rest seven are either headed by assistant station officers or leading firemen.

Interestingly, the departmental promotion committee of NMC, comprising additional municipal commissioner, additional deputy municipal commissioners, assistant municipal commissioner, auditor and department head, had passed the proposal to promote assistant station officers to the posts of station officers twice. These decisions were taken on October 27, 2009, and August 28, 2011. The committee headed by the then additional municipal commissioner Vishnupad Bute had approved promotion of three assistant station officers to the posts of station officers.

Subsequently, the proposal was also sent to the house for its approval. In the meanwhile, on May 21, 2011, the state government issued a resolution regarding departmental promotions in civic bodies within 45 days. However, the NMC administration failed to follow the GR. It also neglected the high court's directives in a writ petition filed by some fire officials.

On February 8, 2011, a writ petition was filed in high court in this regard, where the NMC told the HC that necessary orders shall be issued after following the due procedures. However, on September 29, while hearing the contempt petition the HC expressed concern over NMC not following its old directives and asked the municipal commissioner to submit the civic body's say after Diwali vacation.

In fact, the NMC has earned a dubious reputation for violating HC's directives, said a group of employees.

The high court has directed NMC to appoint a competent education officer within six weeks following a plea by Nagpur Mahanagar Adhyapak Sangh. A division bench comprising justices Sharad Bobde and MN Gilani observed that present incumbent Vijay Humne was not competent to hold additional charge of education officer.

The petitioners had contended that Humne, an engineer, was not eligible to hold the post as he did not have requisite qualifications. They had prayed for shifting of Humne, who has been holding the charge for last two years, and appointment of a competent person on the post.

Nagpur Issue - Open access issue: MSEDCL fined Rs 1 lakh


Power distributor MSEDCL has been fined Rs 1 lakh by Appellate Tribunal for Electricity (ATE) for trying to mislead it on open access. A few months ago MSEDCL had been fined for delaying open access licence to Indo Rama Synthetics.

The MSEDCL is just not ready to grant open access to industries. It is opposing Maharashtra Electricity Regulatory Commission (MERC) draft open access regulations through all possible channels. This overzealousness proved costly.

MERC had issued an order in 2010 in favour of open access. MSEDCL filed a review petition against it on August 25, 2010. Even before MERC had pronounced an order, the company filed a petition before ATE in March 2011 seeking to quash MERC's order. If this was not enough, it also filed two petitions in Bombay high court. The HC dismissed its petition for interim relief following which MSEDCL approached the Supreme Court where it did not get any success. The HC is yet to pronounce its final judgment on open access.

MSEDCL did not bother to inform ATE about it. When the matter came up for hearing MERC counsel Buddy Ranganathan pointed this out. The tribunal took cognizance of this fact and blasted MSEDCL's conduct in harsh words. The ATE said that MSEDCL had not only wasted its time but that of MERC too. It pointed out that in case HC had given an order on open access ATE's role in this matter would have become infructuous and vice-versa.

ATE ordered MSEDCL to deposit a fine of Rs 1 lakh to MERC immediately. RB Goenka of Vidarbha Industries Association (VIA) expressed exasperation over MSEDCL's stand. "It is high time that the state government takes this issue seriously. MSEDCL is getting penalized too often," he said.

Nagpur Notices - HC notice to tribal minister over plight of ashram schools


toi news- The ashram schools across Maharashtra remain in limelight for various controversies, especially for the financial irregularities and mismanagement. Aggrieved over the plight of these schools and children from poor strata of the society pursuing education there, a social worker has moved the Nagpur bench of Bombay high court demanding a high level judicial probe into its affairs.

A division bench comprising justices Sharad Bobde and MN Gilani issued notices to all the respondents including the tribal minister, tribal department's secretary and his deputy, before listing the petition after vacations. Tribal development commissioners of Nashik, Amravati and Nagpur (additional charge), Shri Swami Samarth Shikshan Prasarak Mandal of Yavatmal and Dandkaranya Shaikshanik Va Sanskrutik Vikas Sanshodhan Sanstha in Gadchiroli were among the respondents. Shrikant Khandalkar was counsel for petitioner Umesh Choube.

The petitioner brought to the notice of the court about alleged illegalities committed by tribal minister, his department's secretary and deputy secretary (Kailash Bhandalkar, who is party by name) while granting permission to the private managements to run the ashram schools. He claimed that the permissions are against earlier directions of the court in many PILs.

Citing a HC order (In case No.308/2003) of October 13 last year, Chaube stated that the tribal departments' principal secretary had been specifically asked to file an affidavit giving details of action taken against ashram school managements. After this, the ex-principal secretary Uttam Khobragade directed the officials to file police complaints against such schools if irregularities were found. About 61 such schools were issued show-cause notices after this.

The veteran social activist further pointed out that the respondent minister and his secretaries were blindly granting permission to the private parties to run ashram schools in blatant violations of court's directives. He contended that private managements have been exploiting the tribal students and misusing government funds.

The petitioner claims that there are 29 schools in Vidarbha, run by the private parties after respondents allowed them. Deliberating on the pathetic conditions of such schools, he added that the students are packed in cramped rooms without proper security and even toilets are not available for girls. Grants from government are taken for non-existent students and no medical aids were made available due to which 75 students had died in three years. Not just students but teaching and non-teaching staff are also exploited.

Chaube demanded directions to the respondents to furnish all documents regarding permissions given to private parties to run such schools on permanent/temporary basis and cancel them if found violating the court orders.

Nagpur BJP News - BJP MP Ahir demands creation of new Railway zone at Nagpur

BJP MP from Chandrapur Hansraj Ahir today said the Railway Convention Committee (RCC), during its recent visit to the city, was apprised of the need for creation of new railway zone with headquarters in Nagpur. "RCC, which visited Nagpur to oversee the ongoing projects, was convinced with the proposal of merging Central Railway and South East Central Railway divisions and curving out some parts of South Central Railway from Nanded and Beed to create a new zone," he said at a press conference here. Ahir is also a member RCC. He said RCC also looked into frequency of trains to Pune and introduction of new direct trains to Chennai and New Delhi from Nagpur. Ahir said RCC was requested to run Nagpur-Mumbai Nandigram Express in two parts - one to Pune and another to Mumbai. At present, most of the travellers do not go up to Mumbai from Nagpur by this train, he pointed out. Though the Railways had assured to run Nagpur-Mumbai Duranto Express on a daily basis, the frequency has not yet been increased from three times a week, Ahir told to RCC. PTI JOE

Nagpur TOI News- Parliamentary panel reviews Rly plans in city


The Railway Convention Committee (RCC), which visited the city this week, reviewed several proposals including development of Nagpur railway station as world class, turning Ajni station into a model one and upgrading Itwari station. The long-pending demand of setting up a new zonal office of the railways here also came up for discussion at the official meeting.

The RCC is a panel of 18 Lok Sabha members, currently headed by chairman Atulchandra Sethi. Unlike the standing committee of Parliament, RCC has specific powers to monitor on-gong and pending projects and make recommendations accordingly to the railway minister. "Normally suggestions of RCC are accepted by the railway ministry in its annual budget," said Chandrapur MP Hansraj Ahir, a member of the RCC, while briefing the media here on Saturday.

"While the chairman could not make it to the meeting, other members took a serious view of the fact that trains on the Howrah-Mumbai route have been running late ever since the service was disrupted after the Naxal attack on the Gyaneshwari Express more than a year ago. The members were of the opinion that trains should be rescheduled to avoid long delays to suit the passengers," Ahir said.

One of the important suggestions was that setting of a third line on the Ballarshah-Itarsi section would help railways in adding several new trains and augmenting the traffic. There was also a demand to build a broad gauge line between Gondia and Jabalpur as it would reduce rail journey to North India by at least six hours. The Narkhed-Amravati line is nearing completion and the RCC assured to seek funds so that the remaining work is completed fast. Similarly, the rail line to Wadsa connecting Gadchiroli to the rail network would get priority as it would bring in development opportunity for the most backward district of the state, he added.

A new zone culling parts of South-eastern and Central Railway could be formed with Nagpur as headquarter. This would add to city's importance as a major junction connecting trains from east, west, north and south. A proposal for starting inter-city between Nagpur and Chandrapur was also mooted.

Ahir said the members also requested officials to examine the possibility of changing routes of Rajdhani trains passing via Nagpur to reduce travel time. The RCC members pointed out that while gauge conversion had been completed, height of the platforms at some stations like Brahmapuri, Sindewahi had not been altered for want of funds.

Nagpur Academics News - Academics deplore attack, castigate NU officials


Friday's ransacking of the Nagpur University office by a youth Shibli Malik due to alleged apathy by officials raises a big question mark as to why the institution has been a target of students' ire time and again and who's at fault.

A majority of attacks were out of sheer frustration of the students as they either failed to clear the exam on account of poor evaluation or lost an academic year due to delay in result declaration. Even the worst ever attacks, in which BJYM activists created havoc in February 2009, were more or less for the same reason. Academicians and students blamed the NU bosses for delay in declaration of results, but flayed the hooliganism, demanding stringent action against those damaging NU's property.

Senior academician Eknath Kathale admitted that there was a delay in declaration of results, but justified it stating that NU officials had to follow certain procedure. "What they can do is to expedite the process, but they don't seem to be serious about it," he said.

Delay in declaration of results is another issue that troubles students. Another academician, requesting anonymity, stated this was the biggest loophole which the NU had failed to plug. "The problem has worsened owing to mushrooming of colleges. You can't blame the students for saying that revaluation is just for namesake and there is no time limit to declare the results. Why don't you stop this facility," he asked.

Even students flayed NU bosses for various problems related to the exam including delay in result declaration. "The results are declared so late that he/she has to unnecessarily appear for another round of exams. A student getting inside the NU and creating a chaos speaks volumes of its functioning," Mandar Tulankar, an engineering student who had undergone a similar problem, said.

Another student Pooja Agarwal found nothing wrong Malik's rage. "He was completely justified. There's a limit to the tolerance. Undoubtedly, the evaluators and NU staff should share the blame. Why the students will apply for revaluation if papers are properly checked at the first instance?" she asked.

Core Team Anna under attack, but Nagpur chapter as determined as ever


TOI NEWS - Team Anna's core committee is certainly making headlines on a daily basis, albeit for mostly the wrong reasons.

Things started with Prashant Bhushan's comments on Kashmir and the attack that followed. Soon it was Arvind Kejriwal who was assaulted with a shoe and recently served notice by the Income Tax department for recovery of dues. Kiran Bedi's name too has managed to squeeze on to the front pages over allegations of inflated travel bills.

Team Anna has regularly dismissed the allegations and incidents as an effort by vested interests to divert attention from the Gandhian's campaign and demoralize the ground level volunteers.

However the Nagpur chapter of India Against Corruption (IAC) feels that the 'mudslinging' campaign has been counterproductive.

Ajay Sanghi, the Nagpur coordinator for IAC, said, "Ever since the smear campaign gathered momentum our people have become more determined. This is a good sign for us since we are gaining support rather than people deserting us. Volunteers are saying that politicians have fallen to pitiful levels by resorting to such tricks. Rather than working to bring in a strong Lokpal these people are more interested in mud raking."

This issue is being discussed within the IAC circles strongly since media coverage to the allegations might affect public opinion. But their members believe that the transparent lifestyles of their core committee will ensure that truth prevails.

"They are saying that Kiran Bedi inflated travel bills, but I think she saved money. I was speaking to a driver of an auto rickshaw and he felt that the government should be more worried about the thousand crore scams that are rocking the country today," said Sanghi.

However, psychiatrist Dr. Kausar Abbasi feels the 'crowd' does not necessarily react in that way. Abbasi, said, "It is a normal psychological reaction of people at large to react to shocking news, rather than the mundane ones. So when you hear or read allegations of Kiran Bedi being corrupt, people start getting interested. They start discussing among their peers and the allegations are further substantiated by the overall paranoia we have about the all pervasive corruption. People feel that if politicians, policemen and bureaucrats can be corrupt then how come these people are clean?"

He adds that when discussions on allegations start among peers, the news is always lost in translation. "The person who has not read the news about allegations against Bedi will hear from his friend and will start questioning her. Then he will tell someone else and his version will be less of allegations on Bedi and more a testimony of proven guilt," said Abbasi.

While almost all citizens that TOI spoke to believed that members of Team Anna are being wrongfully accused, there are some who have started to wonder about the same. Anish Goodae, a private company employee, said, "Reading all this news I have become confused now. I know the politicians are all corrupt but not sure if Team Anna can resort to such things. But it will be great if somehow Team Anna can prove their innocence so that no doubt remains."

Nitin Gadkari Nagpur News - Nitin Gadkari to contest 2014 Lok Sabha elections


Bharatiya Janata Party (BJP) president Nitin Gadkari on Saturday said he will contest the next Lok Sabha election but sought to rule himself out of contention for the party’s prime ministerial candidate. DNA was the first to report about Gadkari’s plan to contest elections.

Gadkari said his party will name its prime ministerial candidate at the appropriate time. “The only reason the Congress is demanding that the BJP name its potential PM is because they know that in 2014, there will not be a Congress PM,” Gadkari said while hosting a Diwali party for the media in Mumbai.

The BJP chief said he will contest from Nagpur, his hometown. Party officials said the reason he was contesting the elections was to bust the myth that he lacked the ability to get elected. But some believe it is because he intends to throw his hat in the ring for becoming the next prime minister, should the BJP become the largest party.

Praising senior BJP leader LK Advani’s rath yatra, he said the scandal surrounding former Karnataka chief minister BS Yeddyurappa, who quit as CM after he was charged with involvement in an illegal mining scam in Bellary, would have no impact on the BJP’s anti-corruption campaign. He said the Congress had no right to criticise the BJP. “The probe into the Commonwealth Games scam indicted Delhi CM Sheila Dikshit (of the Congress party), but she has not quit her post,” he pointed out.

He also asked, “What wrong has Yeddyurappa done?”But when asked to comment on the Karnataka Lok Ayukta’s charges, he refused.

He also blasted the Congress for targeting all those who were involved in anti-corruption campaigns. “It is the Congress habit to start investigations against those who are against the party, whether it is Anna Hazare or Baba Ramdev or Kiran Bedi,” he said.

He added that the people in the country were tired of the various scams and was sure that in 2014, the Congress would lose the elections.

NAGPUR POLITICS - Gadkari eyes LS seat, silent on PM race


NAGPUR POLITICS TOI NEWS - BJP national president Nitin Gadkari has finally made up his mind to contest Lok Sabha elections. Often ridiculed by his political rivals within and outside the BJP for not being a 'mass leader', Gadkari for the first time, declared before the media in Mumbai that he was game to contest 2014 general elections. However, as of now he's not saying anything about harbouring prime ministerial ambitions.

"I will contest Lok Sabha elections and would like to get elected from among the people," Gadkari was quoted by a news agency having said at a Diwali get-together hosted by him in Mumbai on Saturday. His personal staff confirmed the statement to TOI.

All through his near three-decade political career, Gadkari has ventured no further than the Maharashtra Legislative Council. For four consecutive terms he successfully contested from the minuscule and low profile 'constituency of teachers' from Nagpur division.

But the fact that he could never win a direct poll even to the state assembly went against him. Much to his consternation, Gopinath Munde, his bete noire in the party, is seen as a mass leader. In 1985, Gadkari did contest against Congress' Gev Awari, a Parsee, from West Nagpur assembly seat, but lost by 24,000 votes.

To his credit, Gadkari performed splendidly as the PWD minister during the only Shiv Sena-BJP regime in Maharashtra from 1995 to 99. He earned the reputation of an able administrator by corporatizing the road building arm of the state. He used it do construct the Mumbai-Pune express highway and 55 flyovers in the state capital.

Gadkari's political fortunes changed after being appointed as the party's national president. His deep roots and faith in RSS is believed to have been instrumental for this out-of-turn promotion. Last month when the RSS put its foot down and told veteran LK Advani, who is on a national rath yatra, to keep out of the PM race, Gadkari's chances for the country's top post got a big boost. With the RSS too emphasizing on youth, Gadkari has age on his side. While Advani is 84, Gadkari is 30 years younger than him.

There was speculation for more than a year that Gadkari was getting ready for the big poll fight. A year ago when he turned his son's marriage ceremony into a lavish mega public event, it was seen as part of his electoral plans. Recently at a public function, when RPI leader Ramdas Athavale said in his jocular style that Gadkari could be contesting from Nagpur, Gadkari, who was present on the dais, only smiled in silent approval.

While his hometown Nagpur would be the most obvious choice of seat, some Congress leaders still believe that the seat being a Congress stronghold (with only one loss in 14 elections), Gadkari may opt for a much safer Chandrapur or Wardha in Vidarbha or Indore in Madhya Pradesh. But there is a strong view that he may bet on Nagpur, hoping that sitting and four-time MP and AICC general secretary Vilas Muttemwar may be hit by the anti-incumbency factor.

TOI Nagpur :- BJP youth leader ends life in police station


Ashish Sonkuwar, president of BJP's youth wing at Arvi and member of Sawalapur gram panchayat, committed suicide by gulping a poisonous substance on the premises of Arvi police station on Tuesday night.

Sources said that Sonkuwar, 28, handed over a suicide note to constables present at the police station and immediately consumed the poison. He was rushed to hospital by the constables but died before any treatment.

In the suicide note, Sonkuwar alleged that a PSI named Manmode and Vasant Ingole, writer to the deputy SP, were responsible for his suicide as 'they were continuously bringing pressure on him and torturing him.'

In May, police had seized a four-wheeler belonging to Sonkuwar, which was carrying 12kg of jaggery. While Sonkuwar had claimed that the jaggery was meant to be fed to cattle, the police claimed it was meant to manufacture liquor illegally. There is total prohibition in Wardha district.

The police allegedly demanded bribe from Sonkuwar for not registering cases against him. In his suicide note, the youth leader wrote, "Manmode, the PSI and Vasant Ingole, the writer of the DY SP continued bringing pressure on him with demands of more and more money. The unbearable torture has compelled me to commit suicide."

Deputy superintendent of police Vinayak Susadkar denied any knowledge of misconduct by his writer and added that Wardha SP Avinash Kumar was conducting an inquiry.

He did not show promptness in taking action against the cops whose names appeared in the suicide note," said Keche.

The legislator added that he would raise the issue in the assembly. "We have immediately written to the state home minister and demand a CID inquiry into the matter," he said.

Political Nagpur :- BJP MP blames Mahagenco, Power Ministry for electricity crisis


BJP MP today blamed Maharashtra Power Generation Company (Mahagenco), Power Ministry and Western Coalfields Ltd (WCL) for current energy crisis in the state.

The state-run generation company was not lifting the allotted coal from Western Coalfields, leading to severe power shortage in the state, Hansraj Ahir, BJP Lok Sabha member from Chandrapur, said.

"There seems to be some ill-governance on part of the State Government in not generating enough power and at the same time buying power from private players at higher rates which is leading to huge losses and shortage," he said at a press conference here.

Mahagenco has not lifted six lakh tonnes of coal from WCL. This has led to a shortage of coal at Chandrapur Thermal Power Station (CTPS). The plant, which has a capacity of 2,340 mw, was currently producing only 1200 mw, he said.

Power generation was costing Rs 1.91 per unit whereas Mahagenco was purchasing electricity from private players at Rs 6.50 to Rs 7 per unit, Ahir said.

Ahir said the Centre has alloted three captive coal blocks to the State, the Government-run Maharashtra State Mining Corp (MSMC) has given it to private players.

WCL Nagpur News :- Mahagenco Losing 1,000cr every year due to WCL

Chandrapur MP Hansraj Ahir alleged on Wednesday that Western Coalfields Limited (WCL) was supplying substandard coal to Mahagenco due to which the generator was losing around 1,000 crore every year. Ahir insisted that Mahagenco was more to be blamed as it had never complained to ministry of coal and quietly WCL bills.

WCL refuted these allegations terming them as baseless. A WCL officer said that Mahagenco inspected the coal only after a joint inspection and hence any accusation of substandard coal was not tenable. "Quality of 94% coal supplied by us was as promised upto September this fiscal."

Ahir has based his claims on analysis of coal supplied to Bhusawal power plant by WCL. The report states that in January and February 2011 WCL mostly supplied F, G and BG grade coal instead of D, E and F grade. The latter are better grade coals and cost far more than the former. The MP claimed that this was case in most power plants.

"I feel that Mahagenco deliberately lowers its production so that MSEDCL can buy power from private plants. The average generation of 2,340 MW Chandrapur plant is only 1,200 MW. Chandrapur's power cost is 1.90 per unit whereas MSEDCL is buying power from private companies for high as 7 per unit. If private plants can produce at 90% to 100% of its capacity why not Mahagenco," the member of parliamentary standing committee on coal asked.

Ahir trashed the contentions of Mahagenco that it was facing coal shortage. "The plants have enough stock. It has not lifted its share of coal from WCL. Lot of coal is lying with washery operators," he pointed out.

He further said that Mahagenco and Maharashtra State Mining Corporation (MSMC) had been allotted coal mines but they have not started mining so far. "How can they complain of coal shortage when they do not mine available with them? Ministry of coal has allotted 25 mines in the state to private companies. The state government can legitimately claim these mines and started mining," he stressed.

Nagpur Toi News :- WCL wants coal belt around Nagpur


The district's natural wealth is gradually proving a bane for the city and its nearby areas. A large number of thermal power plants are coming up around the city because as per the government this area is close to mines and has lot of water. If this was not enough, Western Coalfields Limited (WCL) wants to dig up the areas around the city, some of which will soon become suburbs of Nagpur.
WCL has written to Nagpur Improvement Trust (NIT), which is the planning authority for the Nagpur metro region, to reserve 60,000 hectare for the company as this land is likely to have coal reserves. 129 villages and localities are coming under this area.
Some of these villages - Godhni, Hingna, Wanadongri - have become heavily urbanized while rapid urbanization is taking place in many areas like Gondkhairi, Dahegaon, Jamtha, etc. WCL's coal belt starts from Godhni, which is on the fringes of the city, and passes through Gorewada reserved forest, Gondkhairi, Hingna MIDC, Hingna town, Wanadongri, south-western boundary of Mihan, Jamtha upto Nagpur-Umred narrow gauge railway line.

NIT chairman Pravin Darade told the media on Wednesday said that he would take up the issue at the highest level including ministry of coal. "We can not allow WCL to mine this area. Development of the metro region will become impossible. Moreover, the city's future will be quite bleak," he pointed out.
MK Singh, general manager (PR) of WCL, defended his company's demand. "We have only asked NIT to take no objection certificate (NOC) from us before starting development of any region. If you develop any area which has coal, then it will create major issues 10 to 15 years down the line."

Singh said that WCL did not have much choice as government did not permit coal mining under forests. Replying to a query he said that as per law, ministry of coal could compulsorily acquire an area having coal reserves.

The coal company has already asked NIT to help it in acquiring 535 hectares in Kamptee, Saoner and Umred areas. It has stated in a letter that it needed to acquire these areas urgently as the coal was to be supplied to the power sector, which was in dire need of coal.

NIT will begin the survey of buildings in Besa-Beltarodi area after Diwali. Chairman Pravin Darade said that NIT had received the required data from district collectorate. "We will deploy all engineers for the survey. It will be completed in 15 days."

Darade said that the engineers would first check whether the construction had permission from NIT, district collectorate or gram panchayat. Those not having any permission will be deemed illegal. "We will then check whether the building has been constructed as development control rules (DCR) of Nagpur. If the violations can be compounded, we will do it else action will be taken regarding the illegal portion of the construction."

The chairman appealed to media organizations to flash real estate advertisements making false claims and help prevent duping of customers. "We will take action against the realtors, who have made false claims. We have asked CREDAI to hang boards in sub registrar offices mentioning the documents that should be checked before buying a property.

NIT will charge Rs 5,000 deposit from persons booking its grounds for marriage or other functions. "We will deduct the expenses of cleaning the ground from the deposit amount and then refund it," said superintending engineer Sunil Gujjelwar.

Nagpur TOI News :- RSS moved for CBI probe into missing Panna tigers


With just a week left for Diwali celebrations, roadside shops have flooded busy streets in the commercial areas of the city to cash in on the festive fervour, obstructing flow of traffic. In fact, most of these shops have been set up by encroaching upon a significant portion of roads.

Surprisingly, the crippling traffic jams caused by encroachments are yet to attract the attention of the local administration and the police.

The worst-affected are Dharampeth, Dhantoli and Gandhibagh zones of Nagpur Municipal Corporation (NMC). Almost all the pavements and footpaths in Sitabuldi, Dharampeth, Sadar, Mahal and Itwari market areas have been occupied. Sitabuldi road, one of the busiest in the city, is also crammed with encroachers.

Over 50 shops selling earthen lamps have come up on the footpaths in various localities in Dharampeth zone. Even street vendors display goods on the encroached road, leaving little space for moving around. This poses a serious risk to pedestrians and motorists.

Apart from makeshift shops, there are handcarts and erratically parked vehicles that are adding to the woes of motorists and pedestrians. Citing an example, Vijay Nagre (name changed), a trader in Sitabuldi, said that a group of shopkeepers was engaged in heated arguments with traffic police on Monday for using jammer to a four-wheeler parked wrongly. It is a common sight during festive season, he said. Many permanent shops are also trying to exploit the situation. Some of them have extended their display area well on roads and pavements.

Lawyer Firdos Mirza said that the high court has taken cognisance of increase in encroachments on footpaths and roads. But NMC and city police have failed to ensure that the city is free from encroachments. In fact, it is their joint responsibility under Bombay Police Act and City of Nagpur Corporation Act," he said and added that the elected representatives should also join hands to clear encroachments.

"Rampant encroachment on roadsides is the primary reason for chaotic traffic. The encroachments cause a lot of inconvenience to citizens and restrict the persons concerned from providing facilities to the common people," said deputy commissioner of police (traffic) Jivraj Dabhade. NMC should make efforts to remove encroachments and ensure smooth flow of traffic," the DCP said.

A senior official from NMC's anti-encroachment squad claimed that they frequently conduct eviction drives. "But as soon as the squad goes away from the spot, the encroachers return," he said. Besides, every zone has been allotted a team of around 10 persons to remove encroachments, he said and added that it is the responsibility of each zone's assistant commissioner to assure their areas are free from encroachments.

Nagpur News :-NU to felicitate students and college officials for social work


Nagpur News Students and senior academicians of different colleges in the city are in for some good news. Nagpur University (NU) is planning to felicitate the students and teachers who have been doing social work. The university will be distributing the prizes to the nominees under the National Service Scheme (NSS) scheme. The teachers will be felicitated for the academic session 2009 to 2010 at the university level.

Convener of NSS, Bhau Daydar said that some of them have done exceptional work in the field of social work. "We will be sending the circulars to different colleges for inviting more entries from students who have shown selfless dedication to social work," he said. He added that the idea is to encourage youth to continue their dedication towards social problems.

In seven districts, 33,000 student volunteers from 305 institutes and 414 academicians have participated in creative and constructive work to help build the society. These academicians have helped in coordinating various programmes around the city for the session. Eminent social activist and principal of Rajiv Gandhi Engineering College, Kirtivardhan Dixit had worked to spread awareness about AIDS, entrepreneurship development skills and such activities. The college programme coordinator, Trayambak Gulhade had organized a blood donation camp in which 103 students actively participated.

Many other senior academicians like Vandana Palsapure, principal of new Arts Commerce and Science College had initiated ventures like tree plantation programmes in which 100 saplings were planted. A dental checkup for students was also arranged. Student volunteers like Prasad Thosar, a student of Ramdeobaba College of Engineering had participated in the Sadbhavana rally. Also, a student of LAD College, Nirali Chandel actively participated in spreading awareness about domestic violence against women. Student of SSNJ College, Nirmala Thool had worked against female infanticide.

The programme of felicitation will be held on October 21 at Gurunanak hall on Amravati road in the city.
